We commissioned Dr. Margaret Stimmann Branson to take on the daunting task of answering that question as the lead author of our textbook. As Associate Director of the Center for Civic Education, Dr. Branson has been involved in many writing projects that ably prepared her for this task. Those projects include: We the People.The Citizen and the Constitution, one of the leading textbooks on American constitutional government; the National Standards for Civics and Government; the National Assessment of Educational Progress (NAEP) test in Civics; and Res Publica: An International Framework for Education in Democracy, an international civics framework.
Civics Mosaic: Comparing Political Systems is being written by Dr. Branson with the editorial assistance of Stephen L. Schechter and Thomas S. Vontz

The What Works Clearinghouse (2002) is administered by the U.S. Department of Education through a contract to a joint venture of the American Institutes for Research and the Campbell Corporation.
